Raja Ulosan Sinaga Boru/bere/Ibebere Baneara Desa Partungko Naginjang dihadiri Pimpinan DPRD, Anggota BP2D, Asisten I, Kabag Hukum, Kabag Pemerintahan, Camat Harian, Kepala Desa Partungko Naginjang dan Masyarakat bertempat di Kantor Desa Partukkot Naginjang, 10/10/21. Rapat dengar pendapat ini bertujuan untuk meninjau lokasi di wilayah MHA di Desa Partungko Naginjang mengingat Ranperda tentang Pengakuan dan Perlindungan Masyarakat Hukum adar Tanah Ulayat Batak dan pemanfaatannya akan dibahas dan ditetapkan oleh DPRD dalam waktu yang tidak lama lagi. Ketua BP2D DPRD Kab. Samosir Saurtua Silalahi, ST, menyampaikan bahwa lahirnya Ranperda ini adalah di inisiasi/usul prakarsa oleh DPRD sebagai bentuk keberpihakan kepada masyarakat dan untuk eksistensi tanah ulayat masyarakat adat diwilayah Kabupaten Samosir. Ditambahkannya, bahwa peninjauan lapangan juga bertujuan untuk memastikan bahwa batas-batas wilayah MHA sudah tuntas, sehingga kedepan masalah batas wilayah MHA dengan masyarakat lainnya tidak terjadi. Dalam pertemuan tersebut salah satu Anggota BP2D Drs. Jonner Simbolon, M.M.PP menyampaikan agar Tim Legislasi Daerah dapat mensosialisasikan ranperda ini ke MHA Ompu Raja Ulosan Sinaga Boru/bere/ibebere. Sementara itu, Nasip Simbolon menyampaikan bahwa walaupun ranperda ini kita tetapkan, prosesnya masih panjang, Tim dari Kementerian terkait nantinya akan melakukan verifikasi lapangan atas wilayah maupun batas-batas MHA. Harapan kami, kita dapat solid dan bekerjasama sehingga wilayah MHA Ompu Raja Ulosan Sinaga dapat segera ditetapkan oleh pemerintah Pusat melalui kementerian terkait. Kami akan mendampingi dan mengawal ini sampai ke Pemerintah Pusat, ini bentuk komitmen kami untuk masyarakat adat di Kabupaten Samosir, tegas Nasip Simbolon. Salah satu Pengurus MHA Ompu Raja Ulosan Sinaga Boru, Bere/Ibebere, Rajin Sinaga menyampaikan terimakasih kepada DPRD Kab. Samosir dan Tim legislasi daerah atas perhatian, kerjakeras dan sinergitas sehingga ranperda ini akan ditetapkan dan juga MHA Ompu Raja Ulosan Sinaga telah ditetapkan Pemerintah daerah menjadi salah satu lokus MHA dalam ranperda ini. “Terkait batas-batas wilayah MHA telah tuntas dengan komunitas masyarakat lainnya,” ujar Ketua Pengurus Ompu Raja Ulosan Sinaga, Boru,Bere/ibebere Baneara Desa Partungko Naginjang. Sebelum mengakhiri RDP,Waket DPRD Pantas Marroha Sinaga menyampaikan bahwa MHA Ompu Raja Ulosan Sinaga akan menjadi rujukan bagi MHA yang lainnya, karena telah dimasukkan dalam salah satu lokus dalam ranperda ini dan telah ditetapkan melalui keputusan Bupati. “Untuk itu kita dapat bekerjasama dan berkomitmen demi menjamin keberadaan masyarakat adat di Kabupaten Samosir yang kita sepakat sebagai titik nol peradaban batak yang masih kental menganut adat istiadat Batak”, pungkasnya.
