Pernyataan Sikap Bersama Masyarakat Sipil
“Bersama Mewujudkan Pemilu Bersih dan Damai.”
Jakarta, 14 April 2019,
Tahapan Pemilu Serentak 2019 akan memasuki puncaknya pada Rabu, 17 April 2019.
Mulai hari ini kita berada pada masa tenang Pemilu sampai dengan 16 April 2019
mendatang. Masa dimana pemilih mestinya bisa berkontemplasi optimal dalam
memantapkan pilihan atas lima posisi yang akan dicoblosnya melalui lima surat suara
berbeda, saat berada di bilik suara TPS nanti.
Proses pemungutan dan penghitungan suara merupakan salah satu tahapan paling krusial
karena keseluruhan asas pemilu, “langsung, umum, bebas, rahasia, jujur, dan adil”, akan
diuji pada fase ini. Apalagi ini merupakan pemungutan suara sebagai rangkaian
penyelenggaraan pemilu legislatif dan presiden serentak pertama dalam praktik elektoral
Indonesia.
Peristiwa monumental dan bersejarah bagi perjalanan demokrasi yang
mendapatkan banyak sorotan tidak hanya dari dalam negeri, namun juga dunia
internasional.
Banyak lembaga internasional yang akan mengamati jalannya pemungutan
dan penghitungan suara Pemilu Serentak 2019 karena ingin mempelajari bagaimana
Indonesia mengelola pemilu serentak satu hari terbesar di dunia ini, dengan sistem pemilu
yang juga dianggap paling kompleks di dunia.
Maka, sudah sewajarnya bagi seluruh pemangku kepentingan terkait untuk memastikan
pemungutan suara Pemilu Serentak 2019 bisa berjalan dengan berkualitas, inklusif, bersih,
dan damai. Kami meyakini, kesuksesan Pemilu Serentak 2019 bergantung pada peran
banyak orang dan pihak.
Sehubungan itu, Kami, Masyarakt Sipil yang peduli pemilu hendak menghimbau pihak-
pihak, sebagai berikut:
1. Semua pihak khususnya, partai politik, paslon, caleg, tim kampanye ataupun tim
pemenangan, pada masa tenang ini tidak melakukan tindakan yang melanggar
hukum pemilu dalam bentuk apapun dan berkomitmen untuk menjaga kondusifitas
suasana dengan menghindarkan diri dari tindakan-tindakan yang bisa memicu
terjadinya pelanggaran, kecurangan, ataupun benturan antarpihak yang menciderai
praktik pemilu bersih dan demokratis.
2. Partai politik dan paslon peserta pemilu agar mengingatkan caleg dan/atau tim
pemenangannya untuk tertib, tidak memaksakan kehendak atau pilihannya pada
siapapun, serta tidak melakukan tindakan atau aktivitas yang melanggar hukum
pemilu dalam bentuk apapun.
3. Para pihak mesti bersinergi untuk mencegah terjadinya praktik ilegal politik uang,
intimidasi, kekerasan, penyebaran hoaks, ujaran kebencian, maupun tindakan
melanggar hukum atau provokatif lainnya yang bisa membuat pemilih terhalangi
untuk membuat keputusan secara bebas, jujur, dan adil.
4. Pemilih diharapkan bisa memaksimalkan sisa waktu menuju hari pemungutan
suara untuk memantapkan pengenalan pada para calon yang akan dipilih di lima
surat suara nanti, dengan memeriksa ulang riwayat hidup, rekam jejak, maupun
kiprah para calon, melalui berbagi slauran informasi yang tersedia baik daring
maupun luring. Pemahaman dan pengenalan pemilih atas para calon diyakini akan
memudaahkan pemilih dalam memberikan suaranya di bilik suara TP
5. Pemilih juga diharapkan turut aktif mengawasi lingkungannya untuk mencegah
terjadinya pelanggaran pemilu pada masa tenang, jelang ataupun pada masa
pemungutan dan penghitungan suara, khususnya potensi terjadinya politik uang,
intimidasi, maupun tindakan melanggar hukum lainnya, yang bisa membuat
pemilih terhalangi dalam membuat pilihan secara bebas, jujur, dan adil.
6. KPU beserta jajarannya diminta untuk memastikan lagi kesiapan teknis
penyelenggaraan pemungutan dan penghitungan suara Pemilu Serentak 2019.
Khususnya yang berkaitan dengan ketersediaan dan kecukupan logistik pemilu
(surat suara, formulir, bilik, kotak suara, dan lain-lain). KPU mesti memastikan pada
jajarannya bahwa perlengkapan pemungutan suara sudah tersedia sesuai
ketentuan yang ada dan didesain sejalan dengan asas inklusivitas dan aksesibilitas
pemilu.
KPU juga harus memastikan jajarannya melaksanakan pemungutan,
penghitungan dan rekapitulasi penghitungan hasil suara sesuai prosedur, optimal
melayani pemilih menggunakan haknya sesuai komitmen yang diusung dan
melaksanakan tahapan dengan semangat independensi.
7. Bawaslu diminta untuk membuka ruang partisipasi masyarakat seluas-luasnya
untuk ikut terlibat dalam pengawasan pemilu di masa tenang dan hari pemungutan
suara. Serta, memberikan rasa aman dan perlindungan hukum maksimal bagi
masyarakat yang mau melaporkan peristiwa dugaan pelanggaran pemilu. Bawaslu
agar membuktikan komitmen menegakkan keadilan pemilu sesuai slogan yang
diusung dengan menindaklanjuti laporan dan temuan pelanggaran sesuai prosedur
dan dengan semangat independensi yang tinggi.
8. Bagi pihak-pihak yang menemukan dugaan terjadinya pelanggaran atau
kecurangan pemilu, diminta untuk tidak mengambil tindakan sepihak di luar
hukum, namun konsisten menempuh prosedur atau mekanisme hukum yang telah
tersedia dengan baik dalam Konstitusi dan UU Pemilu sebagai cara untuk
menyelesaikannya.
