Pemerintah Kabupaten Samosir berencana membuat terobosan baru melalui rencana pembangunan prasasti budaya yaitu Patung Harajaon di Bukit Beta Tuktuk Siadong Kecamatan Simanindo. Pemilihan lokasi Bukit Beta karena lokasi yang cukup strategis sebagai salah satu pintu masuk ke lokasi objek wisata Kabupaten Samosir. Untuk mengantisipasi pemikiran dan presepsi yang berbeda dikalangan Masyarakat khususnya masyarakat Batak di parserahan dan di Bona Pasogit.

Pemerintah Kabupaten yang disponsori oleh PT. Wijaya Bina Cipta Karya melakukan seminar di Jakarta dengan tema ”Sosialisasi Pembangunan Prasasti Sejarah Asal Muasal Suku Batak Patung Dalihan Na Tolu Sebagai Basis Pengembangan Industri Kreatif dan Parawisata Diharapkan akan tumbuh keinginan yang kuat, untuk peduli dan menghargai serta melestarikan sejarah dan budaya Batak menjadikan Aset yang bernilai tinggi dan unik”. Diharapkan ke depan akan dibangun di pintu masuk desa-desa di Kabupaten Samosir demikian dikatakan Bupati Samosir, Ir. Mangindar Simbolon, Selasa (20/10) di Hotel Bumi Karsa Jakarta. Hadir dalam seminar tersebut, Tokoh Adat dan Budaya Batak Doangsa Situmeang, Penulis buku Budaya Batak Bisuk Situmeang, Tokoh Masyarakat Batak Benny pasaribu, Tokoh Adat dan Marga Duaman Panjaitan, Sutradara Edward Pesta Sirait, Pengusaha Kerajinan Ulos Batak Martha Ulos, Dirut Inticom Ir. Tigor Situmorang, MBA, Tokoh Pengurus punguan Marga Simbolon Mayor Simbolon, Tokoh Pers dan Tokoh Adat Ronald Sihombing, Designer Nasional berbasis ulos Batak Merdi Sihombing, Wartawan Senior SIB Jamida Pasaribu dan Jajaran Pemerintah Kabupaten Samosir.

Sebagai pembicara utama Uskup Agung MGR. DR. AB Sinaga, dengan topik pembahasan legenda sejarah asal muasal Suku Batak dalam prasati patung Si Tolu Harajaon (Dalihan Na Tolu) dalam mempersiapkan permulaan era baru, peta baru, pendekatan baru dan nantinya akan dilanjutkan pada ke depan yang memiliki konsep injil dalam bentuk transedensi dan imanensi.

Lebih lanjut Uskup Agung Medan mengatakan, Saya adalah orang Khatolik. Theology Khatolik ialah bahwa segala nilai baik dalam budayanya itu berasal dari Allah tetapi itu tidaklah sempurna, kepenuhan dan kesempurnannya dalam Yesus Kristus. Maka dari itu saya menekankan bahwa tidak ada Sipele Begu bagi orang Khatolik semua menyembah Allah tapi tidak sempurna terpaut dengan dosa tan-tanan ( dosa bawaan-red). Dalam ilmu theologia hal ini dikatakan sebagai sperma-spermatikos atau benih-benih sabda dalam budaya.

Pada sesi kedua dihadirkan tiga pembicara sekaligus yakni, Dosen Seni Rupa UNIMED Drs. Syahruddin Harahap M.Si, mengatakan dalam paparannya mengenai pemahaman dan pemaknaan estetika ornamen habatakon untuk arsitek patung Siharajaon (Dalihan Natolu). Dr. Daulat Saragih M.Hum yang juga Dosen Filasafat UNIMED memaparkan tentang manfaat dan kegunaan pembangunan prasasti sejarah asal- muasal suku Batak patung Sitolu Harajaon dan aplikasinya dalam kehidupan masyarakat Batak sehari-hari. Selanjutnya Dr. HP Panggabean SH, M.S seorang tokoh masyarakat dan pakar hukum menyampaikan pembahasan soal harmonisasi kehidupan suku Batak yang didukung nilai-nilai adat dan budaya serta manajement konflik dalam ajaran budaya Batak dalihan Natolu.

Dalam Kesempatan itu Bupati Samosir Ir. Mangindar Simbolon mengatakan agar supaya masyarakat Batak dapat berkenaan memberi perhatian dan partisipasinya dalam kemajuan pembangunan Samosir sebagai tanah leluhur bangso Batak, dan secara khusus sangat mendukung rencana pembangunan prasati sejarah dan budaya patung Si Tolu Harajaon.

Disamping itu Bupati Samosir hal-hal bebrapa kendala pembangunan, terkait dengan persoalan tanah ulayat, tanah adat. Mendengar keluhan ini para peserta seminar turut merasa prihatin. Hal ini terungkap dari pernyataan-pernyataan peserta yang lebih condong pada dukungan moral supaya Pemdakab Samosir bertindak lebih arif dan pintar-pintar menghadapinya serta tetap memelihara kedamaian sesuai tradisi budaya yang berlaku. Lebih tegas Bupati Samosir tentang masalah tanah ulayat atau tanah adat atau tanah lainnya di Samosir menyatakan tidak akan menjual ke pihak asing. ”Setapak pun tanah di Samosir tidak akan di jual kepada pada orang asing, tapi kita berharap tanah-tanah itu dimanfaatkan untuk mengembangkan pembangunan dan pembangunan samosir sangat membutuhkan investor”, jelasnya.

”Tapi seandainya ada investor yang tertarik melakukan Investasi di Samosir dan membutuhkan lokasi atau atau tanah pengembangan pembangunan maka Pemdakab Samosir siap mengatur kerja sama penggunaan lahan tanah dengan kontrak sementara. Untuk itu kita sudah menyusun rancangan perda khusus mengatur hal kontrak penggunaan tanah termasuk rancangan tanah ulayat dan adat sehingga dengan demikian tidak perlu diragukan tanah di Samosir dan tidak akan menjadi milik orang lain”, lanjutnya.
